I am currently on a Non-B which I got from Vientiane but is coming to an end and my WP hasn't yet been issued.

Last time I took half a forest with me and got the visa without a WP3.

Do I now need the entire stack of paperwork again or is a WP3 receipt fine on its own?

I actually have a WP2 receipt rather than 3 but I guess they should be just as valid.

Also I have a red stamp "Should apply for WP which should be presented next time".

Is this likely to be an issue since my WP application is still pending?

The phone number of the labour office is on the receipt so they can check, not that government agencies ever communicate with each other.

Same paperwork.
