SamuiRes
We looked at this two or three years ago for a client. Could find nothing local. Bangkok at the time was the nearest and you have to pay for the repositioniing of the helicopter as well. They are not cheap.
angiud
If you find a local helicopter, I would have some doubts about the safety/maintenance of the chopper

Tropicalevo
You have to get one from the mainland. These people had one in Phuket. John 1
If you want to see a rig there's one being towed past to the east of Samui present position Lat N 09deg 47.2 Long E 100deg 49.8 should be about 30 to 40 nm away.

Just trying to get them a nice speedboat for the week to ferry them to Koh Tao every day and job complete. 10 days diving etc is going to end up costing them about 5 million baht. How the other half live. Lets see how big a tip they leave

H2oDunc
Include 5 star accommodation, helicopter charter, luxury speedboat charter, car and driver and the technical diving course and blended gases and you are hitting the 5 million mark. Also just signed them up for a 3 week live aboard for next year sailing from Phuket around to Samui diving some very nice wrecks and I get to go as well.
