Depends. 10.4 is LTS so if you need the support, then no. I have been playing with 10.10 and to be honest I havent noticed any great difference between the two.

I could not get OP's tut to work with my ec150 until I installed wvdial and usb-modeswitch. Once those were installed, Ubuntu detected the dongle automatically.
