Controversial 'shoot-on-sight' law to take affect during rallies in Jakarta on Wednesday

JAKARTA, INDONESIA (BNO NEWS) -- Indonesian police on Tuesday said it will begin using a newly adopted regulation that allows police forces to use live ammunition to control riots and other anarchic situations. Officials warned it can be used on Wednesday, when large rallies are expected in Jakarta.

Around 2,000 people are expected to gather in Jakarta on Wednesday, which marks the first year of President Susilo Bambang Yudhoyono's second term in office, the Jakarta Globe reported.



"We never disallow people to express their aspiration on the streets. But please, obey the rules and procedures," said Inspector General Iskandar Hasan, spokesman for Indonesia's National Police.



"If things turn ugly and violent, we will certainly carry out firm actions against all provocative rioters and anarchists based on our authorities given by the law and regulation," he added, stating that police officers at all levels nationwide are aware and were ready to implement the "shoot-on-sight" regulation issued earlier this month.

National Police chief General Bambang Hendarso Danuri issued the measure to be used against protesters and rioters that become uncooperative, violent and attack others. However, the measure only allows police officers to use live ammunition to immobilize and not to kill after warning shots into the air have been fired and ignored.

Nationwide concern surged following the announcement, and human rights groups have expressed their concern that the police might abuse the regulation.

There have been more than 135 cases of excessive use of police force since 2005, statistics showed in June. And in early October, a brawl between citizens and police forces in Wamena, Papau, resulted in the deaths of three civilians
