can anybody tell me how long somebody has to stay outside thailand if they have too many back to back tourist visas before they can receive another tourist visa and if a border exempt stamp is used in between tourist visas, are the tourist visas still counted as back to back?

There is no official limit on the number of entries you can have back to back. But some consulates in Asia will not issue a tourist visa if you have to many. In that case you can apply at another consulate. Just as many back to back visa exempt entries might lead to questioning by immigration to ensure you are not working illegaly.

Technically there is no limit, it is up to the discretion of the consular officer to issue a visa or not. If refused at one location, it does not mean you can't apply at some other location.
