I have a friend living the same apartment who said he came in on a 30 day stamp at the airport, towards the end of his 30 days he went to a visa shop on S. Pattaya road and got a 90 day extension (or new visa) without leaving thailand. He Paid a total fee of 10,000 baht for this.

Has anyone heard about this extension or visa type or how to do it?

Unless the person had valid reasons for change of status (retirement/marriage or such) and paid an independent source to help him it would be totally illegal as only Immigration in Jomtien could issue an extension of stay or change of status entry; and issues outside that office could result in serious consequences for the person involved. A legal extension of stay costs 1,900 baht regardless of how long it is. A conversion to a non immigrant visa entry for valid reasons costs 2,000 baht.

He is not married or retired. He is just here on a 4 month holiday.

Then it would appear to be illegal.
