Does anyone for sure the answer to this one.

If anyone is stupid enough to lose their passport (and nor have record of non-imm 'o'visa number) do they have to re-apply for a new visa outside of Thailand?.

Any lost passport will lose the visa. Only the current permission to stay will be entered into a new passport.

You need to obtain police report/new passport/visit Immigration and hope all information is in computer for them to enter the old permitted to stay time. You should be able to tell them the day you entered Thailand and where if asked.

In addition to lopburi3's reply, kindly note that both the Thai police and your embassy will ask funny questions when your passport is lost. As a traveller, the passport is your most valuable posession. Your passport is worth a lot of money to people who can skillfully change details and resell them to terrorists, assasins and other international criminals with serious financial backgrounds. So, many passport are being stolen. Unfortunately, many are also being sold by the bearers to get some extra travel money, and the embassies know this.

So, I suggest you keep your passport safe. If you do loose it, you're in trouble, not only because of the lost visa. Try to avoid this trouble by taking good care of your passport.
