I have seen this mentioned before but can't find it with search.

I seem to recall if one has enough time for processing left on the Tourist visa then they can take their M.O.E. paperwork to immigration in BKK and get a Non Immigrant "ED" visa issued without leaving the country.

Maybe I am remembering this wrong.

Anyone know the details and what is required in terms of time, fee's and where to apply?

I believe this is only done for study at major universities but if you qualify it would be a 2,000 baht fee and have to be done with full paperwork allowing one year extension of stay with at least a week or two remaining on permitted to stay. Believe vast majority of people obtain a Consulate issued ED visa.
