Yes, they are the only Private lenders. Good rates and they keep you up on your feet or slumped over.

They're probably all around you and you just don't notice. Hint: look around for any private (non gov't) pawn shop signs and also the myriad signs of 'leasing' and 'finance' offices that say "loans for car registration and land deeds as collateral." (in Thai)

If you don't own anything outright (deed/title) in hand, your options are likely going to be limited to the higher rate illegal lenders.

Local style 7-11 shops are more often outlets for the underground lottery. Although yeah, it's possible that some are lenders.
