A Tesco Lotus flyer promotes:

"ซื้อ 1 แกม 1" with this below "หมดแล้ว...หมดเลย"

Would it be fair to say "Buy 1 Get 1" with "Limited Supplies" as the caveat......or more literally, "when (supplies) are gone....they're really gone"

That's right.. หมดแล้ว หมดเลย is commonly used exactly as you've understood it. When they're gone, they're gone. Used to encourage people to not miss out on the offer.

pardon my fatfinger mistake in the subject line.....หมกแล้ว should be หมดแล้ว
