A week or so ago someone commented on this so I went ahead and emailed the U.S. Embassy with a suggestion that they pass on to State for correction. And, hey, I actually got a reply, see below.

Thanks you for pointing that out. We confirmed that the requirement was indeed dropped in October 2008. Thai Immigration does retain the authority to deny entry to someone who may be trying to reside in Thailand rather than simply visiting. We’ll see if OCS will make a quick update to the Country Specific Information sheet. Unfortunately we just updated it (for about the fourth time since that change).

"In either case, if you have entered Thailand without a visa, you cannot remain in Thailand for more than 90 days during any six-month period, counting from the date of first entry."

Not just State that's out of date. I'm a regular visitor to this site and I wasn't aware this was dropped either.

Even the IATA data-base didn't correct this information.

It is my understanding that it was never rescinded but just ignored when the change to 15 day land entry was made.

Instead of witdrawing the police order, they ammended the text of the original police order 608/2549 when they issued police order 778/2551 and deleted the 90 day rule with 778/2551 and replaced it with the 15 day by land border rule.
