No Fly Zone Over Thailand

Sometimes I think the Western countries should have imposed a no fly zone over Thailand last year when the army was gunning down the redshirts. Or at least they should have threatened with sanctions. But since the current government is backed by the CIA this would hardly happen. Any thoughts?
