To answer your question,nobody is watching,only someone well connected is getting super rich by installing thousands of over priced cameras.

Doubtful they are being maintained and in working order.

In case the OP hasn't noticed, there are cameras all over the Pattaya/Jomtien area including Sukhumvit road. Oh yeah, a few years back the police required all the bars to install CCTV systems that are suppose to get images outside on the Sois.

Though, I'm told that the eyes in the sky are not as bad as in England.

Obviously NOBODY is watching...otherwise, they'd notice the footpath has eroded away, the beach is strewn with rubbish on some days, there are stray dogs aplenty shitting all over the beach and that there are plenty of Russians and German tourists standing around looking at the sad state of affairs of a once nice beach. I wonder how many of these new tourists will return for the pleasure of swimming with rubbish and enjoying the aesthetics of a badly eroded beach complete with fallen concrete and makeshift sandbags all over the place?

I believe the CCTV screens are viewed at City Hall. There are ??400 surveilance cameras around the city but about 20 screens are available for viewing. I really do not know if these cameras would be "pro active" in stopping any foul play... but could be used later for police records.
