Can A Book A Flight With Id Card Within Thailand?

ID card or drivers license is fine for Domestic flights.

If booking by credit card, the credit card used must be presented at checkin with most airlines now, unless its a secure card that uses "verified by Visa" or similar, but sometimes they still ask even with these as it doesnt go in their system properly.

As stated booking isn't/won't be a problem.

A problem could arise at check-in if the cardholder isn't present. It's part of the T's and C's of the booking. Even if I've verified the booking online we've frequently been asked to show the credit card used for the booking of a domestic flight and always for an international flight. There's 2 security elements to the checks. One by the credit card provider (the online booking verification) and transit security (is the person who booked travelling?). It's not as straightforward as say a hotel booking.
