Though I have had no dealings with him, I have heard , reliably, that there IS a very good English speaking Lawyer in Surin. Certainly, Isarn lawyers is a very good place to start.

Isaan Lawyers handled a land purchase and a usufruct for me. Very good.

I am sure that Khun Chalong may also be capable but I would advise you to satisfy yourself that he is qualified to do the job you require. For land/usufruct/Will he probably is. For notarisations, he is not.
