does anyone know if the thai embassy is giving out double entry visas for thailand these days???

If for the purpose of staying in Thailand for an extended period I doubt it. If clean passport and travel plans indicate a need for exit/return it might be issued I would guess. Singapore is not considered an easy location to obtain visas and few recent reports - mostly used by Singapore residents who seem to have better luck than visitors.
