Curious about this statement about "work permit receipt."

I am going to be trading in my investor B visa, ( procured in 2006 ) so as to remove the funds and use them to start a business I already applied for a work permit on a freelance basis but it is pending and my current extensions expire next Se[pt in a month anyway.

Do I really need to trade it in, OR can I just change the basis, ie start a company?

If Itake this receipt to a consulate , can I get another " B" ( for business ) visa ?

Can I just go to immigration in Thailand?

For the application for a non-B visa in Vientiane you would need not only the WP3 but also the usual heap of company documents provided by your prospective employer. I've never heard about the "work permit on a freelance basis" and wouldn't know how a visa application would work for that one.
