recently I sent US$40 to China via Western Union at a local bank; in addition to the WU's application I had to fill up another form to buy foreign currency;

if I had to remit millions of baht out of Thailand, I would prefer using the underground transfer service; they offer better exchange rates and definitely much faster; a copy of the remitter's passport and receiver's passport is all that is required (though the amount may be restricted due to BoT's controls); but I am sure loopholes are available;

if you draw a cheque exceeding 2 million baht, there are plenty of forms to be filled up; issue the cheques in multiples of 1,999,999 and no forms are required

no need to show any evidence of funds being brought in from overseas;

got access to a Thai ID ? read as do you have a Thai friend with a Thai ID ? go to the local bank and apply to make a T/T (telegraphic transfer) to where you want; I think every application cannot exceed US$10K; after completing the transfer at the first bank, pop in to the nearest bank available to complete the transaction;
