we are going to go to Bangkok next week and we'll stay at Khao San Road. What is the fastest (not cheapest) way to get there? What about the new train? We will arrive at about 7am.

Go downstairs and take a taxi. Insist on them using the meter. Take the tollway and pay the 70 Baht for that yourself. No more than another 300 Baht.

At that time of day expect traffic though.

Taking the airport express train to Phaya Thai station and then getting a taxi for the last bit would probably be fastest.
