Thousands left orphaned and widowed in South

The unrest in the deep South has orphaned 4,455 children and |widowed up to 2,295 women over the past eight years, statistics compiled since 2004 show.

Pattani has seen the highest number of orphaned children - 1,691; followed by Narathiwat with 1,586 and Yala with 1,027. The unrest in Songkhla has been responsible for 150 orphans.

During the ongoing unrest, deadly attacks have taken place on almost a daily basis.

The violence has widowed 849 women in Pattani, 657 women in Yala, 714 women in Narathiwat, and 75 in Songkhla.

The subcommittee set up to assist orphans and widows of the unrest in the deep South has disclosed that 17 projects, with a total budget of Bt7.77 million, will be implemented in four border provinces this year.

Minister disputes Cambodian cultural claim

The new culture minister, Sukumol Kunplome, said yesterday that her first mission in office would be to reclaim for Thailand recognised ownership of a graceful hand position called jeeb - part of traditional dance - and shadow plays, both of which have been listed as part of the cultural heritage of Cambodia.

The jeeb hand position has the thumb and index touching and the three other fingers fanned out.

In 2008, Cambodia had the Sbek Thom, or Khmer shadow theatre, included on Unesco's Representative List of the Intangible Cultural Heritage of Humanity, along with the Royal Ballet of Cambodia, also known as Khmer Classical Dance. The listings incorporated graceful hand gestures, including the jeeb hand position.

Advice from the Foreign Affairs Ministry suggests that Cambodia's proposing of such things to the Unesco List of the Intangible Cultural Heritage of Humanity will not affect Thailand's right to register them also.

"This is the first mission and we will proceed urgently because people are interested," Sukumol said. "They are both part of the Thai cultural heritage, so if another country has registered them, we have to find a solution."

The jeeb position and shadow plays have been used widely in Thailand's cultural promotion. If they were to be branded as "Cambodian", this could become controversial in the future, Sukumol said.

The new minister plans to discuss the issue with Fine Arts Department chief Somsuda Leeyawanich - in her capacity as a World Heritage Committee member - to find details of how Cambodia registered these items of intangible heritage.

She will also discuss the cultural-heritage registration procedure with Foreign Affairs Minister Surapong Towichukchaikul.

Towards the end of the last government, Thailand expressed its intention to leave the World Heritage Committee. However, no written withdrawal was submitted.

Meanwhile, the director-general of the Foreign Affairs Ministry's Information Department, Thani Thongpakdi, said Cambodia's reported claim to Thai traditional dance postures, shadow plays, literature and alphabets, via Unesco's List of the Intangible Cultural Heritage of Humanity, would not affect Thailand's right to register them in future.

He said such registration was intended to describe each country's uniqueness. Hence one country's registration would not obstruct another country's future registration of its cultural heritage, he said.

Thani pointed out that Thailand was not yet a member of the Convention for the Safeguarding of Intangible Cultural Heritage. If the country wanted to register its intangible cultural heritage, it must first join the convention, and this was currently a matter for the Culture Ministry's consideration.

Officials from both the Foreign Affairs and Culture ministries will discuss the issue on Monday, he said.

Burmese worker died out to gap in Thai system : NGOs

An immigrant worker in Samut Sakhon lost his life because he had no money to pay for hospital treatment. This is because the Thai system left immigrant workers with no medical welfare, a problem that non-governmental organisations say, needs to be urgently solved by the government.

Preeyaporn Khankamnerd, co-ordinator of the Human Rights and Development Foundation's Migrant Justice Programme, said 41-year-old Burmese worker Thu Wen Ko had undergone the nationality identification procedure in January to work in a fishery company in Samut Sakhon before legally moving to another fishery company in April.

On August 2, he sustained a head injury at home and was rushed to a private hospital where he was treated in the intensive car unit. After the hospital realised that he was not a subscriber to the Social Security Office (SSO), it insisted that his family pay the bills.

The family then turned to the employers, who said they would not cover the Bt120,000 medical bill. However, other workers managed to raise Bt30,000. The hospital discharged the patient on Monday because of outstanding bills, and he died yesterday morning.

Andy Hall, a foreign expert from Mahidol University's Institute of Population and Social Research, said there was a gap in the Thai healthcare system for immigrant workers, which the Labour Ministry must bridge urgently. Once immigrant workers pass the nationality identification procedure, they should be put in the SSO system, but many employers ignore this.

In Samut Sakhon alone, 70,000 immigrant workers have passed the identification procedure, but only 10,000 are part of the SSO system, Hall said. He said he believed that most of the 500,000 immigrant workers who had undergone the identification procedure were still not part of the SSO system.

Office of Foreign Workers Admini-stration director Anurak Tossarak said he did not know enough about the Thu Wen Ko case and needed time to check if the employer had failed to notify the SSO or if it was in the process of obtaining a work permit.

According to the SSO Act, an employer has to register workers with the Social Security Office within 30 days. This rule also applies to immigrant workers who have passed the national identification procedure and obtained work permits.

In related news, police arrested a Laotian woman identified only as Boonthavee, 35, in Nong Khai's Muang district for human trafficking and luring female compatriots to become prostitutes, Songkhla police chief Pol Maj-General Chonsit Wattana-warangkul told a press conference yesterday. This resulted from a raid on July 29 in which 71 Laotian women were rescued from a karaoke bar in Songkhla's Sadao district. Bar owner Pranom Praekhosung was arrested.

Tourism sector ok with academic calendar change

BANGKOK, 12 August 2011 (NNT) – The tourism sector has voiced agreement with the planned amendment in the university academic calendar to be similar to other ASEAN nations’ as it is confident that this will be beneficial for domestic tourism.

According to Association of Domestic Travel President Maiyarat Phreerayakoses, the change will boost domestic tourism given Thais will have a longer period, up from six to nine months a year, during which to travel. If the change is to be enforded, the public sector should notify entrepreneurs a year in advance so the latter will have ample time to adjust their business plans.

The Council of University Presidents of Thailand has recently resolved to change university academic calendar next year to synchronize with those of other ASEAN countries as well as to ready Thailand for the establishment of the ASEAN Community in 2015.

Meanwhile, Tourism Authority of Thailand (TAT) Deputy Director Thawatchai Arunyik stated that the TAT would convene a meeting of related sectors on 23 August 2011 to discuss this issue. The agency would also summon the private sector for another meeting on 25 August 2011 to gather opinions from entrepreneurs.

The deputy director said the TAT and the tourism sector must redesign their marketing plans in line with the academic calendar amendment.

ASEAN sec-gen urges Thailand to restore image

BANGKOK, 12 August 2011 (NNT) – ASEAN Secretary-General Dr Surin Pitsuwan has encouraged the new government to restore the image of Thailand in the ASEAN and international arenas in order to boost confidence towards the leadership of Thailand.

Dr Surin announced that he will seek talks with Prime Minister Yingluck Shinawatra after she has made a policy statement, in order to push forward the role of Thailand in the ASEAN region after Thailand has lost the leadership in the past five to six years due to lack of clear and continuous policies.

The secretary-general noted that Section 190 of the 2007 Constitution as regards the signing of international treaties has been causing technical difficulties, barring Thailand from taking a leadership role in ASEAN; given Thai leaders did not dare to make decisions for fear of violating the law.

Dr Surin stated that the new government should make clarity in three issues, including sovereignty, jurisdiction and territory, as well as other agreements leading to law amendment, which the lower house must acknowledge as it is the legislature.

The secretary-general noted that ASEAN so far has been trying to push forward the ASEAN Economic Community, including being a single market, being a globally competitive market, distributing economic prosperity as well as integrating ASEAN market into the global ones efficiently.
