Of these, 89 per cent were civilians, compared with 10 per cent in other areas. The highest numbers of civilian victims of explosive weapons in populated areas were reported in Afghanistan, the Occupied Palestinian Territory and the Syrian Arab Republic Someone with an agenda could use to source to declare 90% of casualties are civilians, while another could use the same information and source to declare that 10% are. Both, of course, would be wrong. 🙂 -
