There are plenty of countries in Europe where dual citizenship is allowed.

There are several threads on this topic.

do you mean a passport

Being married to a Thai citizen, especially being male does not entitle anyone to a Thai passport, even after being married and living in Thailand for 10 years.

You have to apply for citizenship and have to qualify, if you dont qualify for citizenship then no passport...

The rules for the hilltribe woman and your friend are not the same.

She may get Thai citizenship because she perhaps, is stateless.

Your friend will have to apply for Permanent Residency first (which is not easy) and then after some years with PR maybe he can apply for Thai citizenship.

It's very difficult and is not a 'right' like it is in many EU states. For example, in the UK after someone has obtained the right to live there permanently, they can apply for citizenship and, providing they meet the requirements, will get it.

In theory, it's the same in Thailand. According to the rules, it is possible, but like many things, the rules are the rules and reality is different.

Unquestionably the best resource in English for those interested in applying for Thai citizenship is this thread . Be careful of this link http://www.thaivisa.com/301.0.html, even though some one has posted it above. It contains some misinformation unhelpfully provided by the Ministry of Foreign Affairs, e.g:

"Question :

Can the non-Thai spouse of a Thai citizen apply for Thai nationality?

Answer :

Even though the spouse of a Thai national is a citizen of a foreign country, he/she can apply for the Thai nationality to the Embassy of Thailand."

That is totally untrue. Thai embassies abroad have no authority to accept applications for Thai citizenship which must be lodged with Special Branch in the province where you live in Thailand. Those residing overseas are ineligible to apply for Thai citizenship, since you must be living in Thailand and have a house registration certificate to prove it.

Women married to Thais are eligible to apply and their husbands must show evidence of their ability to support their wives. Men married to Thai women since 2008 have also been eligible to apply but need to show evidence of their ability to support themselves and their families in the form of a job in Thailand and three years' tax receipts showing salary income of not less than Bt 40,000 a month.

Those without Thai spouses may only apply if they have permanent residence in Thailand and have a job paying at least Bt 80,000 a year. Applications have not been accepted for permanent residence since 2009 and virtually of the applications since 2006 are held up in a mysterious log jam waiting for the Interior Minister's approval.

The process of applying for Thai citizenship generally takes at least three years but can take considerably longer and some applicants apparently never hear anything at all. There is a steady stream of citizenship approvals amounting to around couple of hundred a year (cf around 5,000 a year in Singapore!). The application fee was increased to Bt 10,000 from Bt 5,000 last year.
