Hun Sen Thaws Relationship with Thailand

The Cambodian prime minister has asked officials in his country to resume talks with Thailand for the benefit of the two nations.

Meanwhile, a deputy prime minister of Cambodia has proposed joint Thai-Cambodian oil exploration in disputed areas.

During last week's Cabinet meeting, Cambodian Prime Minister Hun Sen, asked military, border and other related officials to work towards improving the cross-border relationship with Thailand and to avoid any actions that could jeopardize the two nations' relationship.

Meanwhile, Deputy Prime Minister Sok An, the head of Cambodian National Petroleum, has proposed that there be joint Cambodian-Thai oil exploration in the overlapping maritime areas, as it would benefit both of the countries.

Sok An added that the unexplored oil should be drilled to drive national development.

At the same time, the Cambodian deputy premier said that Phnom Penh is currently drafting its own laws regarding oil, which are being modeled after similar legislation in other countries.

However, he did not give any details as to when the laws would be promulgated.

Soldiers with Dogs Inspect Missing People from Mudslide

Officials, military personnel, and dogs have been summoned to assist in the search and rescue mission to locate missing victims of a mudslide in Uttaradit Province.

A recent flash flood triggered a mudslide that has caused a number of people to go missing.

Uttaradit military officials are now leading the search for the missing .

Initially, six dogs from the Uttaradit military camp and the Special Warfare Center of Nakorn Ratchasrima Province were called in along with 11 soldiers and a Korean search specialist.

The search began at the cut-off bridge in Huay Deir village and is being expanded.

A 93-year-old woman who is one of the victims seeking shelter in the migration center of Bann Huay Deir, Pang Sonsoong, said she has lived in the village her whole life and there has never been a mudslide like this before.

She said even though she and other victims are receiving excellent care from officials, everyone is beginning to miss their homes.

Former Pheu Thai MP Shot Dead in Petchaburi

The commissioner of the Region 7 Provincial Police Bureau said the shooting of a former Pheu Thai MP in Petchaburi Province might be related to a conflict he had with authorities after he filed a complaint, in which he accused Kaeng Krachan National Park officials of razing the homes of Karen people.

A police inspection of the car that former Pheu Thai MP for Phetchaburi Province Thatkamol Ob-om was shot dead in last night, has revealed that Thatkamol was on his way to downtown Phetchaburi when gunmen in a pick-up truck caught up with him and shot him.

Commissioner of the Region 7 Provincial Police Bureau, Police Lieutenant General Pongsan Jiem-on who inspected the scene of the assassination, said police are gathering evidence and are trying to identify the gunman and to obtain an arrest warrant.

He noted that Thatkamol is close with the Karen group living along the Thai-Burmese border who have been accused by Thai authorities of having encroached on the Kaeng Krachan National Park.

He led the Karen group in filing a complaint, accusing officials from the Kaeng Krachan National Park of razing their homes.

Pongsan added that Thatkamol also led a group of students from a technical college, who were threatened by teachers to file a complaint with an agency in Bangkok.

However, the actual motive for the murder is unclear.

Further investigation is needed to determine who, or what group of people, are responsible for the murder.

Chanthaburi River has flooded communities

BANGKOK, 12 September 2011 (NNT) - Flood situation in the eastern province of Chanthaburi has deteriorated as the Chanthaburi River becomes swollen and has flooded local trading centres and residential areas.

People began evacuating their belongings to higher grounds. At least three schools in the central district of Chanthaburi have declared closed for three days. The Phraya Trang Road and another route leading to the classical dance village have become inaccessible.

Aged people, children and those needing medical services who live along the river are warned to evacuate to safer places. Motorists are also suggested to avoid using roads in several municipality zones as traffic is piling up due to the transfer of equipment and relief packages for affected people.

Rain continues in this province with the level of floodwater rising beyond the critical point. The provincial administration has installed water-pumping machines at different points in the economic zone. The governor of Chanthaburi and the head of the provincial Red Cross Unit have visited affected people and explored ways to urgently release water into the sea.

Union workers petition PM seeking promised wage hike

BANGKOK, Sept 12 - Representatives of Bangkok workers on Monday delivered a petition addressed to Prime Minister Yingluck Shinawatra at Government House seeking the promised Bt300 minimum wage which her Pheu Thai Party pledged during the recent election campaign.

Members of labour unions from industrial zone in Rangsit and adjacent areas urged the government to implement the campaign promise nationwide immediately.

Referring to the statement made by Labour Minister Padermchai Sasomsap last Monday that the government will pilot the higher wage in seven designated provinces to take effect in January, Saneh Chumharuethai, who heads the group, questioned the government's move and said it was tantamout to dishonouring its campaign promise.

Mr Saneh said the labour unions urged the prime minister to urgently raise the daily minimum wage to Bt300 and a startup salary of Bt15,000 for bachelor's degree graduates nationwide.

The workers also want the government to speed up its measures to fight against poverty as well as cap the rising prices of consumer goods, and to urgently rehabilitate flood victims in many provinces. (MCOT online news)

Cambodian PM Confirms Thaksin's Visit Sept 16 -24

Cambodian Prime Minister Hun Sen has confirmed that former Thai PM Thaksin Shinawatra will be visiting Phnom Penh between September 16 and 24. He denies that he and Thaksin will be speaking energy reserves in the Gulf of Thailand, but admitted that they will be playing a round of golf with Thai Parliamentarians on Sept 24.

Bounty for Rice Scheme Fraud Informers

The Commerce Ministry plans to reward informers who give tips about corruption in the rice pledging scheme.

Secretary to the commerce minister, Jirawut Singtothong, said Commerce Minister Kittirat Na Ranong is in the process of laying down measures to prevent corruption in the rice pledging scheme for in-season paddy which is scheduled to kick off on October 7.

Jirawut noted that in order to prevent the use of rice from neighboring countries to fraudulently claim privilege prices from the government, a reward will be offered to those who give information on such practice.

Informers will be rewarded 50 percent of the value of the smuggled rice.

He stated that a special unit will also be set up to prevent corruption in the scheme.

The National Rice Policy Commission has resolved to purchase 100-percent unmilled rice at 15,000 baht per ton, five-percent unmilled rice at 14,800 baht per ton, jasmine rice at 20,000 baht a ton and sticky rice at between 16,000 and18,000 baht a ton.

The regulations and conditions on the rice pledging program will be presented to the Cabinet at its meeting tomorrow.

Police Nab 2 Drug Smugglers

Two Laotians have been arrested while allegedly smuggling nearly 20,000 methamphetamine pills from Laos to Bangkok.

Police from the Narcotics Suppression Bureau and officials at a checkpoint in Nakhon Ratchasima's Sikhiu District nabbed two Laotians, 39-year-old Pornsawan Kaewsa and 39-year-old Bunhome Wongwanthong, on Friendship Highway near Klong Pai Central Prison.

Police seized nearly 18,000 methamphetamine pills hidden in clothing in a plastic bag and two mobile phones.

The arrest came after authorities were tipped off about drug smuggling into the country through Nakhon Phanom Province and onwards to Bangkok.

The two suspects were initially charged with possession of narcotics for sale and smuggling of narcotics into the Kingdom.

They confessed to the charges and were handed over to the Narcotics Suppression Bureau for further legal proceedings.

Transport Min eyes extending free bus, train services to 15 Jan

BANGKOK, 12 September 2011 (NNT) – The Ministry of Transport has resolved to extend the free bus and train measure until 15 January 2012 and is preparing to ask the Cabinet for approval on the matter tomorrow.

Responding to a speculation that the policy allowing low-income earners to commute on public buses and economy-class trains free of charge would be terminated, Deputy Transport Minister Police Lieutenant General Chatt Kuldiloke insisted that the assistance measure would remain effective until the economy improved.

Tentatively, the Transport Ministry is planning to adjourn the measure’s expiration date from 31 December this year to 15 January next year and is ready to propose the new date to the Cabinet for consideration tomorrow. The Deputy Minister explained that the extension would benefit large crowds of holidaymakers and those returning home during the New Year Festival.

If the free bus and train services were to be continued further after 15 January, Pol Lt Gen Chatt said it would be discussed with Prime Minister Yingluck Shinawatra and the Ministry of Finance again.
