One more try. The other city of angels got it right. They built a smooth concrete conduit to carry flood waters to the sea. If Thailand wishes to protect Bangkok, the other city of angels, they need to take the excess water away by another, perhaps elevated path.

Using all this horse power they could certainly raise a great deal of the water and send it on another elevated path with smooth flow characteristics as in a smooth channel. Just like Los Angeles.

A laminar flow of liquid is a great way to move water quickly. A river is a turbulent flow. Not so good regardless of tugboats.

Use the horse power to pump the water to a higher level and build a path like LA did. Will work a lot better than a bunch of Thai water taxis!

I just heard that anyone caught relieving themselves in the river is subjected to a 2,000 baht fine for reckless endangerment of folks downstream due to increased flood flow.
