For settled permanently in the Kingdom Of Thailand (Permanent Resident status), work permit requirement seems to be a misunderstanding.

Individual activity should be limited by other legislation, but if any enterprise is interested in hiring because of specific skills should not be required for work permit.

Am not sure why you posted this as a new topic but refer to 'timely topic'. I believe you will find a work permit is required for anyone employed who is not a citizen of Thailand. There is a long pinned topic at top of forum on PR that might be of interest.
