If I am reading this correctly, he can't log in to his browser, because his password contains an # character. -

Latest information on extending an "o" via
You don't renew visas. If you really have an O visa you need to apply for a new one. If, as is more likely, you have an extension of stay you will need to provide more information:- Basis of extension ie retirement/marriage. Money in the bank or income method. Immigration office used.
