Atmosphere of Loy Kratong Festival in Provinces

The atmosphere at the Loy Kratong Festival was bustling and vibrant in many provinces.

However, the Loy Kratong Festival in Sukhothai Province was not bustling like the past years due to the severe flooding.

Loy Krathong is said to have originated in Sukhothai Province.

However, the atmosphere of the Loy Kratong Festival last night at Sukhothai Historical Park was not bustling like the past years due to the flooding in Bangkok, which reduced a number of tourists traveling in the province.

Many flood evacuees from Bangkok have organized booths in the festival to sell a variety of products to earn money to support their families while being unemployed.

The festival contained a number of activities such as the Dawn of Happiness Ceremony, the Sacrifice of Oriental Sukhothai Kings, an elaborate sound and light show, a spectacular fireworks display, folk dances, and cultural performances.

Meanwhile, in Kamphaeng Phet Province, the Loy Kratong Festival is located at the Sirijit Conservation Culture Field near the Ping River.

The festival was bustling with a number of visitors who also celebrated the 84th birthday of His Majesty King Bhumibol Adulyadej for this coming December 5.

Activities in the festival included the Noppamas transsexual beauty pageants, which many transsexuals have attended and showed their talents, causing a vibrant atmosphere.

In Nakhon Ratchasima Province, Ban Tum Pakorn Poklang Elderly Foundation has also organized the Loy Krathong Festival with contests such as Krathong-making, Noppamas beauty pageants, and activities, including local games and performances and fireworks.

A number of elderly people have attended.

The market selling Krathong in Nakhon Ratchasima Province also becomes bustling, while a number of vendors are selling Krathong made by a slice of banana trunk as natural floating base and banana leaves.

Purchasing a Krathong costs 20 baht at minimum.

The Loy Kratong Festival at Thao Suranaree Monument also contains Krathong-making contests and Noppamas beauty pageants.

There are also mini-concerts held by many famous singers.

Nok Air stays longer at Suvarnabhumi

The Nation

Nok Air will operate flights from Suvarnabhumi Airport through Jan 31, 2012, as Don Mueang Airport remains closed due to the flood crisis.

The budget airline will also change flight schedules to fit passengers' needs and convenience, it said in a statement.

It maintains operations to 15 destinations - Chiang Mai, Phitsanulok, Udon Thani, Ubon Ratchathani, Surat Thani, Nakhon Si Thammarat, Trang, Phuket, Hat Yai, Sakon Nakhon, Nan, Phrae, Roi Et, Mae Sot and Loei.

Reservations can be made via www.nokair.com, www.nokfanclub.com or at Counter Service at 7-Eleven nationwide.

17% of Bang Chan Industrial Estate shuts down amid flood threat

BANGKOK, Nov 10 – One in six of the factories in Bang Chan Industrial Estate in eastern Bangkok has suspended operations after a first level emergency warning was issued Wednesday night following rising water in Khlong Saen Saep behind the estate.

Sixteen of the 93 factories suspended operations after the estate’s flood prevention centre issued a first level emergency warning for operators to move their machinery, business data, and related equipment to high ground and to follow updates from the centre after the water level in Khlong Saen Saep and Khlong Bang Chan rose to one metre above mean sea level at 10.30 Wednesday night, posing a flood threat to the Min Buri district estate, said Yongyuth Thongsuk, deputy permanent secretary for industry.

Seri Thai Road, the main route into the estate, is flooded, causing difficulties for workers travelling to work on Thursday.

The water level in Kratiem swamp, north of the Bang Chan Industrial Estate, has risen by five centimetres and overflowed onto Mom Chao Sanga Ngam Supradit Road.

Workers from the Bangkok Metropolitan Administration are collecting garbage which had accumulated in the swamp to help the flow of water into Khlong Saen Saep.

If the water level in Saen Saep canal reaches 1.40 metres, a second level emergency warning will be issued for evacuation.

The Bang Chan Industrial Estate, Thailand’s first, was established in 1972 on a 270-acre plot of land, with an investment value of Bt19.8 billion, and providing jobs for 13,844 employees.

Most businesses in the estate--about 19 per cent--are food processing or beverage industries, followed by fertiliser and chemical products at 17 per cent and electrical appliances and electronics at 15 per cent.

The estate’s flood prevention system is divided into six zones with 2.10-metre high flood barriers. Its 13 pumps have a total capacity of 13,800 cubic metres per hour. (MCOT online news)

Stipend for workers of flood-hit companies

Employees whose workplaces have been closed due to the flooding can apply for a special government stipend of Bt2,000 a month for three months.

Somkiat Chayasriwong, permanent secretary of the Labour Ministry, said yesterday that the Cabinet on Tuesday approved Bt600 million to help flood-stricken employers pay reduced salaries to workers who are members of the Social Security Fund. The affected employees number about 100,000.

To be eligible, applicants must have worked for a minimum period of time at a workplace that is on an official list of those in flooded areas that have been closed for at least a month.

Employees found cheating will be required to pay back all the money and answer fraud or document-forgery charges.

Their employers must also sign a pledge to avoid laying them off within the three-month period and to continue paying them a minimum of 75 per cent of their salary.

The ministry could begin payments by the end of this month, but only by cheque so a record can be kept.

The ministry also has two short-term employment schemes to help some 15,000 workers. One is a 20-day contract paying a daily wage of Bt150, and the other is a 10-day on-the-job training course paying a daily allowance of Bt120.

608 bank branches closed

The number of temporarily-closed bank branches drops for the second day, according to Bangk of Thailand, as those in many areas like Nakhon Sawan, Pathum Thani and parts of Bangkok resume services.

A total of 608 branches remained closed as of Nov 10, down by 5 from the previous day. Of total, 331 are located in Bangkok.

The central bank noted that aside from closing some branches, commercial banks have also adjusted the service hours of branches in flooded and nearby areas.

As of Nov 10, 5,579 ATMs were unplugged, down by 17 from the previous day. Though more ATMs in Bangkok are unplugged, many in Ayutthaya, Nakhon Sawan and Pathum Thani are back in service.

Yingluck accepts donations

Prime Minister Yingluck Shinawatra yesterday received funds and aid items from China, South Korea, Hungary as well as other public and private organisations at the Energy Ministry in Bangkok.

Chinese Ambassador Guan Mu presented 685 boats, 500 three-inch water pumps, 70 four-inch pumps, and 20 eight-inch pumps, while South Korean Ambassador Lim Jae-hong presented three water filters, 100 boxes of drinking water, 200 tents and 10,000 cans of food. Hungarian Ambassador Denes Tomaj presented a set of medical tools, while Yanmar S P and Yanmar Co presented 35 diesel engines to connect to water pumps and Bt1 million in cash. The Thai-Chinese Business Association donated Bt5 million, while the Thai community living in Illinois sent Bt102,000. Yingluck later met with evacuees at the Hua Mark Stadium who presented her with T-shirts and paintings to be sold under the "More Help More Hope" project.

Chalerm: No sacking of Governor

Deputy Prime Minister Chalerm Yoobamrung yesterday denied calling for the sacking of Bangkok Governor Sukhumbhand Paribatra over his mishandling of flood management, saying he was just citing a legal point.

"It's not easy dismissing an elected governor. There will be no dismissal of him. He's working hard and I'm no interior minister capable of doing that," he said.

Chalerm said he was drawing on his experience in drafting the 1985 law establishing the Bangkok Metropolitan Administration (BMA) when he told the party meeting that the Interior Ministry, which supervises the BMA, could fire a Bangkok governor.

He said only gross misconduct or severe offences could throw a Bangkok governor out of a job, and he was neither in the position nor had the authority to evaluate Sukhumbhand's or any other Bangkok governor's performance.

"Let's now say that let's not dismiss him," he added.

Sukhumbhand said he felt no agony over Chalerm's statement and could only sit back and smile in response.

"I've known him all along. He would have let me know about my dismissal had he wanted to seek it," he said.

He also refused to comment on whether the BMA had been overlooked when a second committee was appointed by the government to oversee flood prevention without any BMA officials or representatives on it. "Everything depends on the prime minister," he added.

Flood-crisis network to rely on public reports

The ICT Ministry has linked up with Chulalongkorn University to launch the "Thai Crisis Planner & Reporter" system, aimed at encouraging people to supply real-time flood information from their areas.

The concept is to integrate the flood-report system of the Information and Communications Technology Ministry - at www.floodthailand.net - and the geographic-information system developed by Chulalongkorn University to provide real-time situation reports and allow people to report flood information from their locations into the system.

This integration of the ICT Ministry's and Chulalongkorn University's flood-report systems is aimed at providing real-time flood information, developed by people, for the people. It works as a crowdsourcing model.

ICT Minister Anudit Nakornthap said www.floodthailand.net would link up the Thai Crisis Planner & Reporter system from today. People can also access shared flood information at www.floodthailand.net and at Thaicrisis.Chula.ac.th.

"The joining of hands and the integration of the systems will help people to keep in touch with real-time flood information from any area," Anudit said. "It offers both official information from the authorities and non-official news developed by people from around Bangkok who are now in the location of floods."

Sanphet Chunithipaisan, an assistant professor at Chulalongkorn University's faculty of engineering who developed this system, said people who access it would be allowed to post info such as flood levels and water flow trends. The system also allows people to post photos of the flood situation.

"People can access the system via the website through a browser via personal computer or mobile phone, and can also access via an application called 'Flood Rest'," Sanphet said.

The system has two subsystems - Crisis Reporter and Crisis Planner. Crisis Reporter provides flood information while Crisis Planner allows people to check the water level in their location.

"Initially, we do not have the admin to monitor and to approve information posted by people. It is based on their honour to put out real flood information. But we also have a 'vote' system; information with a lot of 'no' votes will be considered as not qualified and will be deleted," Sanphet said.

"We want the system to be based on crowdsourcing and social checking. Its beauty is to have a wide range of information from people. Authorities alone cannot cover the wide range of flood information in detail."

Central Administrative Court to resume office Monday

The Central Administrative Court will resume its office on Monday, it announced Thursday.

The court said will also provide bus shuttle service for its staffs and general people from the court to the Makro Chaeng Wattana parking ground from 7 am to 6:30 pm every half an hour.

CP ALL speeds up distributing consumer items

BANGKOK, Nov 10 - CP ALL, a Charoen Pokphand Group company, is speeding up its distribution of consumer goods to its convenience stores 7-Eleven nationwide to ensure that customers have a sufficiency of products during the country's worst recorded flooding , a top CP executive said Thursday.

Banyat Kamnoonwat, assistant vice president of CP All, said the company has opened three distribution centres after its Bangbuathong distribution centre was flooded in an attempt to distribute consumer goods nationwide as much as possible.

The three temporary distribution centres are at Amata Nakorn and Hemaraj Industrial Estates and at Chonburi’s Ao Udom subdistrict after its main distribution centre in Nonthaburi's Bangbuathong district was blocked by floodwater.

The company’s other major distribution centres at Lad Krabang, Chiang Mai, Surat Thani and Khon Kaen are still operating as normal, he said.

Mr Banyat assured consumers that the number of products in each 7-Eleven's shops is nearly the same as it was before flooding but the problem is the public demand is beyond necessity.

Mr Banyat urged the public to buy goods, such as drinking water and dry food, in appropriate amount to meet their basic needs, not to seek larger amounts, so that other people can also buy them.

There are 6,200 7–Eleven branches nationwide but severe flooding has caused shortages of many product s temporarily, even in dry areas, as the shipping of goods has been blocked by floodwaters, while 600 submerged branches were also forced to close.

Mr Banyat said the company is trying to reopen the closed stores, such as in Nakhon Sawan and Ayutthaya, to serve the public as soon as possible as the floodwater is now receding. (MCOT online news)
