Parliament Debates Flood Crisis

Senators and opposition MPs are grilling the government over its handling of flood crisis in Parliament's joint debate today.

The joint sitting of Parliament opened at 9.30 A.M. today in a response the Cabinet's proposal that there be a general debate without a vote under Article 179 of the Constitution to seek advices from MPs and senators over the biting flood crisis.

Opposition MPs and senators will focus their debate on inappropriate drainage of floods into the sea and the mismanagement of flood relief operations, particularly the abandonment of donated items at Don Muang Airport after it flooded and the procurement of flood relief bags at inflated prices.

At the meeting they will also discuss the implementation of the International Court of Justice's provisional measures for the Thai-Cambodian border dispute.

The meeting is scheduled to finish at midnight tonight.

Swelling Rivers Remain Cause of Concerns

The interior minister is concerned about water levels in rivers that are higher than in the fields and complimented the former prime minster on his help to flood victims.

Deputy Prime Minister and Interior Minister Yongyuth Wichaidit said that the flood situation is currently easing despite a high tide yesterday.

Meanwhile, he admitted there are still concerns about water levels in rivers which still need to be monitored.

The drainage of floodwater through irrigation systems in the fields is going well.

Yongyuth also complimented former prime minster Abhisit Vejjajiva, saying that he has performed well even though he is the leader of the opposition Democrat Party.

Yongyuth went on to say Abhisit immediately reported to him once a problem was found, demonstrating that his flood relief efforts were well coordinated and he was able to help flood victims without attacking the current government's flood management.

Regarding the joint parliamentary debate today, Yongyuth said the meeting will brainstorm to find the best ways to solve the flood crisis.

Higher BKK Districts Could Be Safe from Floods

An engineering consulting firm is confident that eight major districts in inner Bangkok will be safe from flooding thanks to high elevation and extensive canal systems.

Chawalit Chantararat, managing director of engineering consultancy, Team Group, expressed confidence that flooding in Bangkok will likely be confined to the area along Bang Sue Canal because the runoff from Rangsit Canal did not spread over a wide area and the pump station there can channel water to Sam Sen Canal and to the giant drainage tunnel in the Makkasan area.

He added the two lines of Big Bag flood barriers also work effectively in diverting floodwater to the eastern part of the capital.

Meanwhile, water from Ladprao Canal will go to the Rama 9 drainage tunnel via Saensaeb Canal.

The rest of the floodwater will flow into Tun and Phra Khanong canals.

Some of the water that went to Nawamin area will end up going into Kum Swamp and Saensaeb Canal.

Chawalit said the even-number side of Ladprao and Ramkhamhaeng roads will have lower risk of being flooded while the areas that could be spared are Sathon, Silom, Bang Rak, Ratchathevee, Dusit, Phra Khanong and Bang Na, which are on higher grounds.

He noted that the only circumstance for these areas to be flooded is that all water pumps are broken.

More bank branches in BKK closed

The Nation

Despite the closure of more bank branches in Bangkok, the number of temporarily-closed bank branches in eight provinces has dropped for the third day.

According to the Bank of Thailand, the number fell to 593 on Nov 11, including 322 branches in Bangkok. The number in Bangkok increased, as more branches in Min Buri and Bang Bon closed their doors.

More ATMs are unplugged on Nov 11, pushing the number to 2,260 or 16.15 per cent of total. Still, the total number of unplugged ATMs in 19 provinces dropped for the first time, by 51 units to 5,528.

UNHCR donates cash, lamps to Thai flood survivors

The UN refugee agency is donating cash and solar lamps to Thais affected by the worst floods in 50 years as a gesture of gratitude for the country's hospitality in hosting refugees for nearly four decades.

"Even though the Thai government has not asked UNHCR for assistance, we wanted to offer our help as an acknowledgement of all Thailand has done to shelter and protect more than a million refugees over the years," said James Lynch, UNHCR's representative in Thailand.

UNHCR is donating 5,000 special ecofriendly solar lamps worth US$250,000 (Bt7.5 million) to the Department of Disaster Prevention and Mitigation, Ministry of Interior to distribute to floods survivors in remote areas where electricity has been lost. UNHCR distributed similar lanterns to the area of Japan hit by earthquake and tsunami in March this year. UNHCR will also make its own cash donation of $50,000 or Bt1.5 million.

Bang Chan Industrial Park Still Safe from Floods

Bang Chan Industrial Estate in Bangkok's Minburi District has expressed confidence in its flood defense measures as additional motorboats have been deployed to speed up drainage efforts.

Secretary General of The Engineering Institute of Thailand, Thanet Veerasiri has reported on the situation at Bang Chan Industrial Estate in Minburi District, saying that the situation is still manageable as drainage efforts are still going according to plan.

Also, there are additional 22 motorboats that have been deployed in Saensaeb Canal to speed up the drainage flow and they have successfully lowered the water level by nine centimeters.

Authorities are planning to add two more boats to the fleet.

Thanet said that the drainage efforts are being fully supported by the Bangkok Metropolitan Administration, adding he will inquire with authorities about the possibility of lowering the Klong Samwa sluice gate from one meter to 60 centimeters despite the increasing volume of floodwater flowing from the North.

Thanet pointed out that another survey will be conducted to determine the effects of doing so.

At the moment, floodwater has not leaked into the industrial estate's grounds.

However, there is some water seeping into certain areas and it can easily be pumped out.

Thanet said he was confident that the industrial park will be able to control the flood situation.

Poll: Most Thais Concerned about Post-flood Economy

According to the latest opinion poll conducted by the National Institute of Development Administration, the majority of people are concerned about possible economic problems during the post-flood period.

They are also demanding that the government make infrastructure reconstruction and the environment a priority.

Assistant Professor Nuttha Vinijnaipak, director of the polling center at the National Institute of Development Administration, reported the results of the recent opinion poll conducted on the topic “Post-Flood Thailand” among 1,288 respondents throughout the country from November 3 to 5.

According to poll results, most people are concerned about the economy worsening after the floods.

Among the most worrying economic problems, 57.07 percent of the respondents were concerned about the rising cost of living, 41.15 percent about unemployment, followed by a goods shortage and lack of capital.

Meanwhile, 45.96 percent of the poll participants believe that the government must give priority to basic infrastructure reconstruction and the environment.

A total of 28.48 percent of the respondents want the the state to expedite disbursement of assistance funds for repairing the flood damage, promoting vocational training, providing free or low cost home repair services, debt suspension and low-interest loans.

People are also urging the government to develop long-term flood prevention projects.

Two industrial estates will survive floods if they withstand water for 7 days

BANGKOK, Nov 11 - Bang Chan and Lat Krabang Industrial Estates can survive the flood crisis if the floodwaters can be resisted for another seven days, the Engineering Institute of Thailand secretary-general said Friday.

Thanes Weerasiri said the situation must be under close watch as both industrial estates have been surrounded by water.

The Engineering Institute has been trying to protect four manufacturing parks including the Anya Thani and Samut Sakhon Industrial Estates.

Bang Chan has a better chance to survive flood than Lat Krabang, for the water surrounding Bang Chan has fallen 9cm, while boats with running engines can push water from the industrial estate to flow into Saen Saeb Canal.

At the Lat Krabang Industrial Estate covering some 2,550 rai of land, the situation is still critical and must be closely monitored. Some floodwater has penetrated the premises, but anti-flood barriers had been reinforced.

According to the latest reports, the water level outside Lat Krabang is as high as 1.33 metres above mean sea level, but about 40 cm lower than the floodwalls.

Sixty-four out of 197 of its plants have suspended their operations. Plants still operating include some of Thailand's main consumer goods companies such as Unilever, the country's largest consumer product manufacturer, President Bakery's Farmhouse Bread and Khao Chong Coffee. (MCOT online news)
