What about people making mini disco with their car's speaker early in the morning and disturbing apartment complex considering people come back from work at 0500 and need to sleep until 1200...?

I know exactly what you mean. About a year ago, some people used to park their car in the empty block nearby and blasted their music for all until 1am. This happened maybe 2-3 times a week. I asked Thai neighbour if it bothered her and she answered in the affirmative. I suggested that she and other Thai neighbours tell the police who comes by on the regular patrol (the police comes to a couple of houses in the area by prior arrangement I think). And now it does not happen as often, only once in a blue moon when some nomad comes by and decides to party in the empty block. . So despite what opinions we may have of the police, sometimes they do have their usefulness.

Police will be informed by neighbor and owner. Some guys have disappear,I guess they sell yaba and has been locked. In this country, they play the smart ass and think they can win when pumping up the music after nice request to keep it down. Most of these losers have yaba at home, easy for police to solve minor problems

Wrong, police came and now the guy stay in his car to listen music.

Police sometimes do their job because complex owner pay them and the owner don't want people to leave because they can not sleep.

Yes spot on, in the UK they have their equipment confiscated but this is not the UK and we have to take the rough with the smooth, a little consideration goes a long way, probably a long way off though.
