There is no charge and if visa 90 day entry you just present both passports. On return if you still have a valid visa in the old passport you will present both passports again - stamps will be put in the new passport. A visa itself can never be transferred into a new passport but remains valid in the old one. Only if on extension of stay from Immigration would that be transferred.
