where would be the best near by country or point to get a double entry visa now ?

looking for double entry visa advice .

Penang is not offering much nowaday use to be good to go there .

any update or where else ?

I'd be happy for just a single entry without too much hassle.

Last Dec. Phnom Penh required a confirmed flight Bangkok - Australia.

BTW I've been wondering if this would work twice in a row or whether Penang would be better.
