I have read through the Immigrations acts and can't find any mention of the 18 month passport validity requirement for a Non-Imm O visa extension. Mine will be coming up at the end of March. At the time I go in to apply for the extension I will have a lettle less than 19 month validity, but it will be below 18 months when I go back after the 30 days to get the extension.

What is the requirement, 18 months at the time of application or 18 months at approval? Hate to take the time off work and spend the money to cut 18 months off my current passport unless it is really necessary.

There is no such requirement. That is for one year visa issue from a Consulate. An extension of stay can be made to expiration date of passport, and if less then the normal time, the remainder entered on the replacement passport (but when down that close you should obtain a new passport anyhow). Get new passport when less than a year remains.
