Suspected serial thieves caught by Police in East Pattaya

PATTAYA:-- Banglamung Police have arrested three suspected serial thieves who are thought to have committed many break-ins around the Pattaya and Banglamung areas over a considerable amount of time.

Police Colonel Somnook announced the arrest of Khun Somkit aged 35, Khun Sabdar aged 25 and Khun Naraert aged 33 who were caught by a routine patrol who noticed the men were acting in a suspicious manner in the Nong Pla Lai area, east of Pattaya. Two of the men were sent directly to the Pattaya Remand Prison, with Khun Somkit being held by Banglamung Police for further investigation. He attended the press conference and was surrounded by many stolen items, which Police were able to recover from local Pawn Shops

What does that mean exactly? If something is stolen and brought to a pawn shop, that it can be recovered at no cost with the help of the police?

Maybe someone can shine a light on this.
