UNESCO to help Thailand restore flooded historical sites

BANGKOK, 4 April 2012 (NNT) - The Culture Ministry has revealed that the United Nations Educational, Scientific and Cultural Organization (UNESCO) will help Thailand rehabilitate the historical sites damaged by the 2011 flood.

After a discussion with the UNESCO representatives, Culture Minister Sukumol Kunplome said the organization is willing to provide experts and other technical assistance to help restore the ruined historical sites in the ancient capital of Ayutthaya, also named a world heritage city.

She added that UNESCO also asked her about the progress of Thailand’s consideration to become members of four international conventions after the country has ratified the Convention Concerning the Protection of the World Cultural and Natural Heritage.

The four conventions include such issues as the ban and prevention of illicit imports and exports, the transfer of ownership of cultural properties, underwater cultural heritage protection, world cultural and natural heritage protection, and promotion of diversity of cultural expressions.

She stated that in order to become member of those conventions, Thailand will have to hold necessary public hearings and issue new laws that will facilitate the adoption of those conventions.

Over 20,000 villages hit by drought

BANGKOK: -- More than 20,000 villages in the country are suffering from drought, as the amount of water at many large dams has now stood at less than half of their capacity.

Disaster Prevention and Mitigation Department (DPMD) director general Wiboon Sanguanpong Wednesday said 21,939 villages in 37 provinces were now declared droughthit zones.

These provinces, he said, were located in the North, the Northeast, the Central region, and the East.

"Drought victims can call 1784 for help round the clock," Wiboon said.

The Royal Irrigation Department said large dams the country had now contained 44,310 million cubic metres of water but of it, just 30 per cent could be used.

Police chief confirms two suspects in Hat Yai hotel bombing arrested

BANGKOK, April 4 -- National Police Chief Pol Gen Prewpan Dhamapong confirmed on Wednesday that police have arrested two suspects in last weekend’s Hat Yai hotel bombing, even as security measures are being stepped up at main tourist attractions in Bangkok and the provinces to prevent any possible violent incident during the holiday.

Gen Prewpan told reporters that the two suspects believed to be involved in the attack have been arrested. According to the police investigation, some 20 people took part in the bombing at the Lee Gardens Plaza Hotel Saturday which claimed three lives, including two Malaysians, and wounded over other 350 tourists and shoppers.

The police chief did not say whether the two men were the pair that appeared on closed circuit TV footage from the hotel's basement car park.

He said the security-related agencies would adjust their operations to be more proactive to prevent such incidents from taking place and to restore confidence among foreign tourists and the local business community.

Security measures would be stepped up at tourist attractions and other important locations in Bangkok and provinces as a precaution for the Thai traditional new year, the Songkran festival, April 13-15.

Gen Prewpan said that there was no information indicating any violence so far but the authorities are on high alert and sharing information with foreign countries.

In a related development, Provincial Police Region 9 Commissioner Pol Lt-Gen Jakthip Chaijinda said that Songkhla police are offering an additional Bt500,000 bounty for each of the two suspects in the Hat Yai hotel bombing who appeared on CCTV footage.

The reward will be in addition to the Bt500,000 bounty earlier set by the Songkhla governor for anyone giving information leading to the arrest of the pair.

Gen Jakthip said that the police will seek court permission within two days to issue arrest warrants for the two suspects who were captured on CCTV footage while driving a car to the hotel car park and left the hotel before the explosion.

He said police were gathering more information and believed that the two might have been in the same group of the bombers who carried out car bombings in Yala on the same day killing 12 others. (MCOT online news)

11 districts of Chiang Mai declared drought disaster zones

CHIANG MAI, 4 April 2012 (NNT) - Eleven districts in the northern province of Chiang Mai have been declared disaster zones due to severe drought.

Director of the Chiang Mai Disaster Prevention and Mitigation Office Khomsan Suwanampha said the drought has struck eleven districts of the province, namely Doi Lo, Chom Thong, Mae Chaem, San Kamphaeng, Phrao, Samoeng, Mae On, Hot, Fang, Chai Prakan and Doi Tao. Over 60,000 households have been affected by the ongoing crisis as nearly 30,000 rai of crops are without irrigation water.

To address the issue, the Chiang Mai governor has approved an emergency fund worth 1 million baht for use in disaster relief in each district.

Meanwhile, the provincial irrigation office has sent 3 water pumps to relieve drought conditions in Chom Thong district. The provincial administration has also distributed more water to those living outside the irrigation zones while drinking water supply trucks have been sent out as part of the relief operation.

Mr Komsan said that the Meteorological Department has predicted more rain in the coming days, which will provide much-needed relief for the drought-hit parts of the North.
