Exit Work Permit - At Chiangrai

My Work Permit & Non Imm O visa finish 30/4.

I think I need to:

1. get letter from school that I will leave the job on 30/4

2. take it to labor, to cancel Work Permit

3. take the same school letter & labor receipt to immigration at Maesai for new stamp.

Do I need to do 2. & 3. on that day (30/4), or can I do it in advance?

If so, to avoid any extension or overstay fee, can I exit at Maesai to Burma & get any kind of visa to enter Thailand again from there ?
