BANGKOK: -- Former prime minister Chavalit Yongchaiyudh plans to come out of political retirement to spearhead a grassroots campaign for a People's Assembly that would promote public control over sovereign resources, including the airwaves.

A network of civic and media groups yesterday passed out leaflets at Parliament calling attention to tomorrow's public discussion aimed at demanding control for the people over their own destiny.

The gathering at the Army Club on Vibhavadi-Rangsit Road is expected to kick-start the assembly, led by Chavalit.

Their vision is for a full-fledged democracy with the King as head of state and the people as the governors of state power and natural resources.

To ensure that people can enjoy wide access to broadcasting frequencies, the assembly will push for the issuance of operating licences to all 7,600 community radio stations as well as licences for six regional television stations.

To ensure that people have fair access to land, it pledges to grant title deeds to Buddhist temples.

To ensure that people benefit from petroleum and mineral resources, the price of petrol and fuel will be not more than Bt19 per litre and the price of gas not more than Bt9 per kilogram.

To preserve marine resources, coastal communities will be given a say in the management of the offshore oil and gas industry.

Army chief Prayuth Chan-ocha dismissed speculation that the People's Alliance for Democracy was planning a rally at the Army Club.

"I have checked and can confirm that the PAD did not request the use of the facility," he said.

The Army's properties will not be allowed for any political activities, as the Armed Forces are duty-bound to serve the people and not get entangled in politics, he said.

When reporters sought his views on the rumoured homecoming of fugitive former prime minister Thaksin Shinawatra this year, he said he was tired of being asked the same question.

"I think it's useless to comment since Thaksin has not come back for six years," he said, suggesting that reporters should wait until Thaksin actually returns before asking for his reaction.

The intent of this is obviously to fail, but in the short to mid term, create a party that will make PTP's intentions look good and honourable. Devious little Thaksin has his fingers all over this.

Many years ago, while Gen. Chavalit was supreem commander, all communication licences were controled by him. At that time there was compitition on licence for satalite communication. It was rumored that he was paid by the competetors for the licence and the winning company paid over 4 million dollars. I do not know if this is true or not, but TIT. OH! he did not return the money from the losing bidders.

The old dude is getting stroked and manipulated yet again.

Last time was Sea Daeng and Gen. Panlope putting him forth as

Leader of the 'Free Thai Revolutionary Army'.

Till he figured out it was insane, a few days later,

and withdrew and went silent.

I feel sad for the ole fart he can be so easily manipulated by stroking his ego.

He has been in bed regularly with Thaksin and his money for decades,

But not regularly lately. Still he has figurehead name appeal,

but apparently now lacks the common sense to lead more than a luncheon.

Possibly, it's been done before when BB paid for other parties to be fall guys in order to get seats in parliament and why else is Chalerm in situ if not to make little sister look good.

On the other hand, petrol at 19 baht a litre looks good too!

And he was always unpredictable. And many times he tried to get PM again as kind of compromise....

Or maybe, he is 80, he want to do something good before he dies??
