I am looking at going to school to learn to speak and wrote basic Thai

TLS and CTLS Language School have a location in Bangkok that is

pretty close to where I live and it appears convenient in that concern

2- Is it a quality course?

4- I know I have to leave Thailand to get the first 3 month entry,

Contact them and ask to sit in for a lesson, so you get a feeling of the place and see if their teaching method apeals to you.

For an ED-visa, either consulate in Laos will be fine.
