Thailand allows dual nationality, so your child can definitely obtain a Thai passport.

You apply to the Ministry of Foreign Affairs. It's very simple and takes about 5 days to get the passport.

See Documents required when applying for a Thai passport (That is in English, click here for the information in Thai.)

Don't know about Malaysia, though.

Edit, found this on the Malaysian embassy site.

Please be informed that the Embassy of Malaysia in Bangkok does not has the authority to issue or renew the Malaysian International Passport (Machine Readable Version). Nevertheless the application could be submitted through the Embassy which in turn will forward it to the Malaysian Immigration Department in Putrajaya. The whole process will take approximately one to two months.

The following documents are required for the application..................

However, according to this Wikipedia page Malaysia does not allow dual citizenship. But may be worth checking this with the Malaysian authorities.
