Have a new retirement visa but did not have time to get the multiple entry permit/stamp. That lunch break interferes with my drinking schedule.

Can I send someone else with the application to get the multiple entry stamp at CW? Family member/friend/bar owner?

No, As you have to apply for the re-entry permit in person.

But I know not all immigration offices are that strict and allow other persons to organize their re-entry permit.

First check with your local office if this is possible.

As per the post above, it does state at the bottom of the form required to get a Re-entry permit that the applicant must apply in person.
