I suggest you advise your "friend" to join Thai Visa and ask these questions himself...

He can try but it would be very doubtful, better to apply on the ground, work permit is required as would the supporting paperwork. As for the visa, that would depend on what Visa he entered with, or changed to dependent on circumstances. Your questions are far too vague to give definitive replies.

Being married to a Thai will help with many aspects, staying long term would be easier with a Thai wife, but again, these are very general answers.

He would need official paperwork to obtain the visa and work permit would be required after arrival to allow the work to be done. It appears he is really looking for entry for marriage and that only requires a normal tourist visa - once married he can obtain a non immigrant O visa and extend yearly if having 400k in bank account or proof of 40k per month (baht) income. Otherwise can obtain non immigrant O visas from Consulates for 90 day visits. But marriage will not allow work - a work permit would still have to be obtained for paid or unpaid work. And it would be up to the local Labor Office if they would issue work permit for employment at a Thai wage.
