Is it possible to get smaller number plates made for bikes here?i have seen a couple around!

Yes, but you need to make sure you leave the DLT emblem in the lower right corner. See how this one was trimmed, for example.

I was booked in Bangkok for having mine trimmed minutely, less than in your picture. Everything was still there including the DLT Emblem, I think the OP is referring to the old style number plates that are 1/2 the size with no trimming. I think the answer would be, only if you buy an old bike with an old number plate.
