where is the nearest place to Cmai to obtain a 2 month tourist visa. I have a US passport with lots of stemps

I could suggest Vientiane Laos, as I seem to meet many foreigners at the Embassy there applying for visas... coming from Chaing Mai. About a 12 hour bus ride from Chaing Mai to Nong Khai the border bridge, 30 minutes to Vientiane. Others may have a better suggestion...

A lot depends on how many Tourist visas you already have in your passport

If you have zero or 1 tourist visa, then vientian will do

If you have several, I suggest you go to Savannkhet

Does that four apply only to tourist visas issued at Vientiane or does it include all the Thai tourist visas in one's passport (from various Thai embassies)?

Yikes! So, hypothetically, if I had seven single-entry tourist visas in my passport over a three-year period - none back-to-back - I won't get one from Vientiane? Would Savannakhet be a better bet then?
