I believe your visa has no barring on your DL. As long as you have the residency letter from Immigration etc. then you can get your license renewed any time with any visa. At least I have always been able to. Never has the Motor Vehicle Office asked to see my passport.

When you apply for the DL you have to supply a copy and original of your passport.

I have always needed to show a current non-immigrant visa (90 day entry stamp is fine) for a drivers license renewal in Chiang Mai.

For my original DL yes I had to show original passport and copy however the visa stamp you have in it has no barring on getting your DL. Also when renewing to get my 5 year, I only showed the letter of residency from Immigration. I had my passport with me of course but was not asked to see it.

When I got my original Thai DL 12 years ago, I got it on a tourist visa. That was in Bkk Rangsit. My renewal was in Pattaya which is a nice relaxed place and just like Jomtien Immigration, is much easier to deal with then many other places so maybe it is the luck of the draw.

I always paper right up for anything official here in Thailand and half the time I'm not asked for what I have brought with me however at least I have it just in case. Same with the medical cert. for a DL, I have never been asked for one.
