Assuming I get my non imm B visa at a Thai consulate in country A, can my dependent apply for the associated non imm O a few weeks later at at a consulate in another country (not at home country consulate though)

It all depends on where she will apply and with what kind of paper work. A supporting letter from your employer and copy of your work permit, next to your non-B visa copy, might certainly help.

Best is if you are already on an extension of stay based on employement.
