I am a Nicaraguan citizen traveling in Asia. I obtained a double entry Thai consular visa prior to my trip and I have entered the kingdom twice. The visa is valid until November. I would like to travel to Manila next week for three days and return to Bangkok for another week before returning to Central America. Can I obtain a reentry permit at the airport or should I go to an Immigration office in Bangkok? If I need to go to immigration, which office would be best to do the application?

The visa has been used if you have made two entries without a re-entry permit so all you have remaining is your current permitted to stay date and a re-entry permit will be for that date. Hopefully that is all the time you require.

You can obtain at airport after check-in for flight during hours of 0600-2400 but as you do not have visa exempt entry option if you do not have the re-entry permit would highly advise getting at immigration office prior to travel. Although you may be able to obtain at old office of Suan Phlu I would not take any chances and go to the new office at Chiang Watanna where it is routine and a sure thing from 0830-1200 or 1300-1630 weekdays.

Thank you for clarifying as it is not clear at all from what I have been reading. Yes, I am well within my time limitations for a stay in Thailand. If I have an evening flight on Monday would I have time if I arrived early on Monday morning to the immigration office?

Yes. Even when very busy should be out by noon if arrive at opening. And you will still have the airport as backup if something happened.
