Grenade attack on Army base in Pattani leaves 5 soldiers injured

PATTANI: -- Five soldiers were wounded in a grenade attack on an Army base in the insurgency-hit province of Pattani late on Friday night.

Police said the assailants fired M79 grenades to attack the Army base located on Pattani-Yala Road in Yarang district.

The five soldiers were privates from Udon Thani identified as Aphichart Phothijantha, 22, Aphirak Srisuthat, 22, Jakkraphong Karnnit, 22, Khongdet Saensrikhammuan, 23 and Suthiphong Sarisai, 23. They were rushed to Yarang Hospital.

In related news, the president of a tambon administrative organisation in the same province was shot dead right after he and his daughter arrived at his rented house early yesterday morning in Nong Chik district.

Mahama Pula, 43, president of Dato Tambon Administrative Organisation, was shot dead with a .38 calibre weapon after he parked his car and was about to take his 6-year-old daughter out of the car.

In Yala's Muang district, two unidentified teenagers were severely injured by shots fired from an M16 rifle in a drive-by shooting yesterday while returning from a mosque.

Police are investigating to see if the two cases are related to the regional insurgency.

To deal with violence in the three southernmost border provinces, Deputy Prime Minister General Yuthasak Sasiprapha is proposing a measure that will establish more drug checkpoints in those provinces.

Yuthasak said that since the insurgency targeting mainly government security officials in the restive provinces was related to drug- and petrol-smuggling gangs, he was seeking permission from Prime Minister Yingluck Shinawatra to put up more drug checkpoints to address the threat.

"I will put the Office of the Narcotics Control Board and the Immigration Bureau in charge of the establishment of more checkpoints," Yuthasak said.

He said the gangs wanted to scare the security forces, so they backed the insurgents to commit violence and hired them to work for their drug and smuggling networks, while the insurgents still maintained their mission for a separate state. Local residents had asked authorities to focus more on smuggling of drugs and illegal goods. Security officers at some checkpoints reported seizing more illegal petrol and drugs, but found fewer bombs.

Yuthasak said there was a plan to increase the number of border patrol police working in the area. Hence, decommissioned soldiers who apply to be border patrol police would be the first group to be selected.

He urged governors of those provinces to order subordinates to strictly survey and ensure their officers' safety after the recent car bomb at the government complex in Pattani. He blamed the incident on the carelessness by civil service administrative officers.

He said he would probably propose that the prime minister approve the structure of the Southern Border Provinces Administration Centre tomorrow.

BANGKOK: -- Chulalongkorn University takes anatomy to another level with the opening of Southeast Asia's first Museum of the Human Body

Holland has its Corpus, an interactive journey through the human body that takes visitors in through a knee and guides them through every bodily function, exiting through the brain and then offering them a choice of healthy food and drinks at its cafe.

Last Wednesday, Bangkok's Chulalongkorn University officially opened its Museum of the Human Body, the first such facility in Southeast Asia. Inspired by the German exhibition "Body Worlds", which saw preserved human bodies and body parts tour the globe, the museum showcases 131 preserved corpses and organs worth more than Bt100 million and is designed primarily as a learning centre for medical students.

Unlike Corpus, the museum is not aiming to be an edutainment centre complete with cafe and souvenir shop, though it is opening its doors to the public one afternoon a week.

All the anatomical specimens have been donated through the Medical Doctor Soft House Company, which has been holding a human touring exhibition around Japan for the past several years. The university invested Bt1.2 million in transforming two rooms in its Faculty of Dentistry into a museum, building special frames and glass cases to house their guests.

"The human body is wonderfully complex. This museum will not only help you understand how it functions but also what you should do to keep in healthy," says Katsumi Kitamura, president of Medical Doctor Soft House, adding that the specimens were willed to the company by Chinese individuals who declared during their lifetime that they wished to make their bodies available after death for study and research.

Located on the ninth floor of Dent 16 Building, the exhibition is divided into seven categories: Whole Body, Internal Organs, Body Parts, Muscle, Sliced Body Parts, Blood Vessels and Unborn Baby. Thanks to an innovative preservation technology called plastination, which replaces body fluids with polymer, the bodies could easily pass for eerily accurate sculptures.

The specimen is first immersed in acetone to dehydrate it and prevent decomposition of the tissues, then dipped in liquid silicone in a vacuum chamber, where the acetone becomes gaseous and is replaced with polymer. The silicone polymer hardens and the result is a rubberised specimen, right down to the cellular level.

Associate Professor Sukonta Chareonvit is our guide as we take in the exhibits in room 909, home to body parts and internal organs. The large glass cases at the entrance is dedicated to muscles, tendons and blood vessels, Sukonta quickly takes us through types and forms, based on positions and functions.

The section dedicated to Part of the Whole Body is full of specimens, arranged in an artistic way but still slightly scary to the uninitiated. Full anatomical specimens demonstrate how to nervous, blood circulation and main arteries work while others reveal the male reproductive system, the peripheral nervous system and part of the abdominal viscera. Most of our group are quick to memorise the positions of the liver, stomach, kidney and appendix.

A blackened pair of lungs cause a sharp intake of breath among the smokers, while others turn slightly green at the dissected liver, small intestine and other organs.

Room 910 is home to a giant glass capsule stocking serial slices of the whole body as well as unborn babies at various stages of development in the womb.

Disease is displayed in the opposite corner, with many internal organs cut to reveal textures in unusual shades and shapes. This is where medical students will discover what a cerebral haemorrhage, liver cirrhosis and other severe conditions look like.

Sukonta encourages us to pick up a preserved brain and guess how much it weighs. "Around 1,300 grams," she whispers, as I have a go.

Drought forces Surin farmers to plant rice in holes

SURIN, 19 August 2012 (NNT) - Drought has hit 17 districts in Surin province. Jasmine rice paddies have been adversely affected by the long gap between rainfalls, which has lasted over 2 months.

The rice saplings, mostly jasmine rice, which were planted using the conventional sowing method, have seen a negative impact from the lack of rainfall. At total of 1.5 million rai of jasmine rice plantations throughout Surin have been affected.

Royal rainmakers have quickly worked to seed clouds to produce rain over the province. Farmers of Mai Dong Yen village, in the Phanon Dong Rak district of Surin, have been unable to wait for rain, and have turned to planting rice in holes they have dug into the ground.

The holes are made by pushing a pointed stick into the earth. Once the holes are made, rice saplings are placed in them, and the holes are filled in with soil.

Farmers have noted that the drought this year is extremely severe.

Public Health ministry allocated THB198mil to fight Opisthorchis Viverrini in Northeast

KHON KAEN, 19 August 2012 (NNT) – The Public Health Ministry has allocated nearly 200 million baht to fight the spread of Opisthorchis Viverrini in northeastern Thailand

Deputy Public Health Minister Surawit Khonsomboon, on Saturday, met with provincial governors, doctors, nurses, health officials and village health volunteers in 20 northeastern provinces during the official opening of a Cholangiocarcinoma treatment center at Khon Kaen University.

Mr. Surawit said that Opisthorchis Viverrini and Cholangiocarcinoma are two major causes of death in the northeastern region, killing more than 28,000 people each year and causing significant damages to the region’s economy and community while also posing threats to national security.

He stated that most patients are aged between 45 and 55 years old, the range that represents active working population.

The Deputy Health Minister said that Prime Minister Yingluck Shinawatra has announced the tackling of Opisthorchis Viverrini and Cholangiocarcinoma as the government’s urgent strategic agenda to prevent the lives of more than 21 million northeasterners and to cut down the rate of Cholangiocarcinoma deaths as well as the number of patients to 5 percent.

For this strategic policy, Mr. Surawit said that the government has allocated more than 198 million baht to implement during 2012 and 2013 to promote a consumption behavioral change among residents of the Northeast in hopes of encouraging locals to refrain from consuming raw or semi-cooked fresh water fish.

The budget is also intended to systematically enable healthcare personnel to offer more cancer screening tests and medical follow-ups at all hospitals and health service centers across 20 related northeastern provinces.

Thai-Malaysian Muslims joined in Hari Raya celebration in southern Yala

YALA, 19 August 2012 (NNT) – The Muslim holiday that marks the end of Ramadan in southernmost Yala Province has been nothing short of exciting with continued arrivals of locals and Malaysians.

The Betong District of Yala has been crowded with Malaysian tourists, who have kept traveling to Thailand’s southernmost province due to the long Muslim Holiday of Eid-ul-Fitr in their country.

It is reported that tourist destinations, restaurants and entertainment venues there have also been jam-packed by both locals and Malaysian visitors, who have taken all of some 3,000 hotel rooms available in the district.

Betong is expected to see tens of millions of baht in tourist revenue flowing in the area during this holiday, as visitors appeared to be confident in its tourism potential and the officials’ security measures.

Police Lieutenant Colonel Sangworn Patngern of Yala's Immigration Check Point said that more officers have been assigned to thoroughly inspect incoming and outgoing people at the check point for fears that wanted culprits in previous violent incidents might be sneaking into Thailand to see their families.

PHUKET: The Expressway Authority of Thailand (EXAT), the government agency tasked with conducting a feasibility study of the Patong Road Tunnel project, has said that the tunnel from Kathu to Patong could be completed by 2018 if the budget is procured by the 2013 financial year.

BMA ponders rail link connecting Suvarnabhumi airport with Bang Na BTS

BANGKOK, Aug 19 – The Bangkok Metropolitan Administration (BMA) convened a meeting to plan public hearings for its plan to develop mass transit linking Suvarnabhumi airport and the BTS Skytrain.

BMA Deputy Director-General Traffic and Transportation Department Oravit Hemachudha presides over a meeting on the planned Light Rail Transit (LRT) system between Suvarnabhumi and Bang Na with a view of alleviating traffic congestion. To date, this particular section is a missing link in the mass transit system between the airport and inner city.

Mr Oravit said construction for the 18.3 km. elevated stretch is projected to start in 2014, and continue for three years, with a total budget of Bt25 billion.

The route will run through 12 stops from the airport to BTS station in Bang Na, passing through busy spots, such as BITEC convention centre and Central Bangna, via Sri Nakarin road and King Kaeo.

In addition to the Phase 1 connection with Bang Na BTS station, the system is also designed to connect with the southernmost side, which is a planned expansion section of Suvarnabhumi airport. (MCOT online news)

Revenue collection 0.8% above target: Finance Ministry

BANGKOK, Aug 19 - The government’s net revenue collection during the first 10 months of this fiscal year (from October 2011-July 2012) is above target by Bt12.280 billion, or 0.8% , said Finance Ministry’s spokesman Somchai Sujjapongse.

For the month of July alone, net revenue collection totaled Bt126.721 billion, or 1.3% above target, said Mr Somchai who is also Director-General of the Fiscal Policy Office.

The main reason has to do with rise in collection of import-related taxes, driving up figures in the collection of both import duties and value-added tax, together with personal income tax.

The automobile industry has recovered from the flood disasters of last year that disrupted production, as well as benefiting from the government’s “First Car” scheme. As a result, tax revenue collection in the automobile sector alone is nearly Bt3 billion, or 31.9%, above target.

State-owned enterprises also turned in revenue of Bt2.8 billion, or 49% above target, because of the Thai Tobacco Monopoly’s contribution of Bt2.9 billion to state revenue.

However, the extension of diesel fuel tax discount to Bt0.005 per litre resulted in fuel tax collection Bt7.9 billion below target.

Mr Somchai added that various measures and policies implemented by the government have encouraged consumption and investment, along with recovery of the automobile sector. With the performance to date, it is expected that revenue collection for the entire 2012 fiscal year is likely to be close to the target of Bt1.98 trillion. (MCOT online news)

EGAT holds meeting to help prepare environmental and health impact report

LAMPANG, 19 August 2012 (NNT) – The Electricity Generating Authority of Thailand (EGAT), through the Team Consulting and Engineering and Management Company Limited, held a meeting to hear citizens’ and stakeholders’ opinions regarding the revision of a report on the environmental and health impacts associated with the construction of an alternative electricity plant in Lampang.

Mr. Suwan Klaosunthorn, deputy governor of Lampang, along with Dr. Sirinimit Boonyuen, an environmental expert, and Dr. Benjaporn Boonyapukana, a health expert, joined in to help point out the operation details, pros, and cons. Over 2,000 citizens and stakeholders attended the meeting.

The meeting was held in accordance with guidelines set by the Ministry of Natural Resources and Environment. The process is now at the third stage, requiring the report analyzing various impacts to be reviewed by citizens and stakeholders. It is designed to allow citizens and stakeholders to join in inspecting and reviewing safety protocols, as well as sharing their ideas and opinions. This is to ensure that the final project meets with the expectation of the majority of citizens.

Representatives of the opponents to the planned construction also attended the meeting to make known the disadvantages of the power plant project, such as foul smells, noise pollution, and reduced water and air quality.

Powerful earthquake shakes Indonesia, no tsunami warning

Jakarta - A 6.2-magnitude earthquake rocked Indonesia's Sulawesi island on Saturday.

The quake struck at 4:41 pm (0941 GMT). It’s epicentre was located 61 kilometres south of the provincial capital of Central SulawesiPalu, at a depth of 10 kilometres, Indonesia’s Meteorology, Geophysics and Climatology Agency said.

The quake caused brief panic to locals, reports said, but no serious damage or deaths were reported. No tsunami warning was issued by the authorities.

Flooding hits western Tak

TAK, Aug 19 – Local authorities have geared up to drain water from this province's Mae Sot municipality, hit by flooding triggered by Kai Tak, a tropical depression which has been downgraded to a low pressure system.

The Mae Sot municipality opened sluice gates to drain floodwater after many roads were inundated and impassable for small vehicles.

Local residents piled sandbags to prevent their homes from flooding while rain continued on Sunday.

Flooding was triggered by the influence of tropical depression Kai-Tak, which downgraded to a low pressure system Sunday.

Overnight incessant rain caused flooding, forcing many roads to be closed to traffic. Some cars had broken down on flooded roads. (MCOT online news)

Surin works to increase household incomes

SURIN, 19 August 2012 (INN) - The province of Surin is quickly working to solve the problem of households earning lower-than-standard incomes.

Mr. Pipop Damthongsuk, deputy governor of Surin, made known that in 2011, there were 1,605 households in Surin whose average income is lower than 23,000 THB per person per year. The finding makes the province the tenth poorest in the country.

In 2012, the province has appointed a working group comprising heads of 21 relevant government units to supervise the carrying out of a census on basic needs of its people. The data gathered will be used in the planning of solutions and ways to improve Surin citizens’ quality of life. The working group is to inspect the accuracy and thoroughness of the collected data, so that it will be effectively used to better the citizens’ lives.

Surin has also tasked various agencies to move quickly to promote agriculture-related careers, so that agriculturists will earn higher income sufficient to support their families. Citizens will be encouraged to maintain vegetable gardens, to reduce household expenses as well.
