Better for whom? Certainly not for the prisoners in Assad's torture prisons. Sadly, it does seem that Syria is in for internal conflict between the opposing factions. The opposition was united only in wishing to see Assad gone. IMO, a neighbouring country will be stirring the pot as the last thing they want is a united country, which will turn it's attention to illegally occupied Syrian land. -

Tax advice
You have this back to front. If you are tax resident in Thailand and the tax rate on those UK shares is higher here, you will pay the higher rate, you don't get a UK refund on anything from the HMRC. The UK grants you a Personal Allowance and a tax rate of 20% at the basic rate. Thailand's TRD ignores the UK Personal Allowance and grants you its own TEDA and then taxes the income according to a stepped scale. If the net of the Thai tax calc is lower than the UK's, you can invoke the DTA and apply the taxes already paid in the UK, against your Thai tax bill with a same year (only) credit for any overage. If however the Thai tax calc is higher, you will pay the higher rate which you cannot reclaim from HMRC, because you are tax resident in Thailand. -

That form, as I read it, is to take an exemption on certain incomes for being disabled, under age 65. Or for taking exemptions for being over age 65 -- up to a maximum of 190000 baht. Nothing to do with certain categories of income being exempt by Royal Decree or TRD edict. -

People who support Cashless Society
Outside of the US, this was - and in many places still is - absolutely normal. And stored forever. And it is controllable: sorry, we will not sell you this internet promotion - and because we are a private company, we don't tell you why (happened to 2 good friends who wanted the same promotion as me - the "private company" is owned by the government); the subscription of your NYT for 10$ just went up to 20$, no, make that 50$, oh no, we will not let you read it at all, because of the "information" about you we got from the net; your plane ticket is more expensive if booked by iphone; your stored value card (eg in Thailand's 10000B scheme, in Germany and Australia), can only be used in overpriced shops that paid tea-money bank accounts blocked as in Canada (in my home country this happens too, and it means you lose your rental home) .... these are just real-life examples from Western democracies that give you a taste of our Chinese/Singaporean future. -

Blue Car Owners Book
I purchased a new Honda CRV in 2012 in Chonburi. A few years ago we changed from Chonburi to Kalasin, but I misplaced or destroyed the original book, so the motor inspection station wrote something like 'original book not seen' in the new blue book. Now I come to sell or trade-in my CRV and the dealer said B30000 less as no first owners book and selling it privately buyers can't get finance as no first owner blue book. How to get a new first owners blue book?
