Former irrigation chief blasts govt for vague water management plan

BANGKOK, 30 August 2012 (NNT) – A former Irrigation chief has criticized the government for its vague flood prevention and water management plan, adding the people remained uninformed of the water management details.

Strategic Committee for Water Resources Management (SCWRM) Member and former Royal Irrigation Department Director-General, Pramote Maiklad, said the devastating flood in 2011 has taught a lesson to everyone. He stated the weather that year was unusual and should be chronicled in official documents to allow those concerned to study and find a sustainable solution.

As for the water management plan for this year, Mr Pramote blasted the government for writing a broad Terms of Reference on the flood prevention projects. He viewed that the floodway project is still unclear as anywhere the suggested floodways go, there are people.

The former irrigation chief quoted the constitution as indicating that the public must take part in the government’s plan, but the government seemed to pay no heed to the point. He gave an example of the 13-billion baht Mae Wong Dam, which was approved by the Cabinet despite public condemnation. He added the dam construction plan still has not been designed, without a proper environmental impact analysis.

Mr Pramote cited His Majesty the King’s guidelines on consciousness, saying the government rushed all the projects without proper consideration.

The government is utilizing a 350-billion-baht budget for the water management plan to prevent a repetition of flood this year.

The former irrigation chief quoted the constitution as indicating that the public must take part in the government’s plan, but the government seemed to pay no heed to the point. The key words here are 13-billion baht. Never mind public condemnation as if they cared. Here little piggy.

Let's face it folks. Facts are facts. A guy who owned a resturant selling premium steaks from lions and elephants that mysterously died is fully qualified to be in charge of the flood prevention scheme in any country especially Thailand. Of course no water management experience necessary. I have no doubt about this gentleman's water management plan. As a matter of fact I am wondering why the Dutch government hasn't offered him a consulting position for their water management.

i welcome any other opinion or action from experts since last year government work proved very costly for a lot of people
