Is there a central Post Office in Bangkok where I am more likely to find an English speaking official?

I need to file a complaint about an undelivered, registered parcel sent to the Philippines. The staff at my local Phra Khanong branch always try to be helpful but communicating anything complicated, as a complaint of this nature is sure to be, is difficult.

It is on the west side of Charoen Krung Road, (river side) between Suriwong and Siphraya Roads.

Note: Traffic on this portion of C.K. is one-way northbound.
