Embassies are almost always located in capital cities. There is no consulate in Pattaya for the US.

If your friend is a bonnafide student than he has a shot. Better IMO if it is soid coursework post grad, but even English will do.

All the students I know in the US come from families of some means.

How does your friend plan to pay for all this will be the first question. No, working is not the answer. They come to study, being allowed to work is only a fringe benefit.

He will stay with me until he finishes his studies.
